layover in London question

I have a 6 1/2 hour layover in London and was wondering if it is possible to do the London Eye, do a river cruise, see Buckingham Palace, and do some shopping at Harrod's in that time? I am not overly fussed at seeing everything in London as I am going to be back in London later in the year.
