Free time & Public Transport

Hi my husband & I are looking at going on the Winter Inspiration (19 day)in March 2011. We like the look of this tour because it has a 2 nights and a full day in every city. Just wondering on the free days does the bus drop you off & pick you in the city or do you have to get public transport? Also if you're not doing the optionals can you still get a ride in & back with the bus or do you have to find your own way? And I read that the cog railway in Lucerne is shut in the winter, is this true? cause i really wanted to do that.
