  No, the Nouvelle Eve is similar to the Moulin Rouge but isnt AT the Moulin Rouge. On my tour only the Nouvelle Eve is given as an Optional Excursion, but you can just book seperatley and go to Moulin Rouge instead if you like.

  I just did the Nouvelle Eve excursion on my tour last week and it was amazing. They pulled a bunch of people from our tour on stage and used them in the acts. I definitely recommend it!
