How to book a tour with an 18 and a 17 year old?

My friend is 18, and I am 17. We tried to book the tour online but we cannot get past the passenger information screen since I am not 18. 17 year olds are allowed to go on the European Discovery tour with the underage waiver form but how can we book the tour online?

Pretty certain you have to be at least 18.
