  check out http://www.skyscanner.co.nz/ for all possible routes. Type in “New York Any” for departure, choose Ottawa International (YOW), pick your date(s) and it will show you most options for airtravel.

  Once the search is complete on the left you can then refine your search by only showing direct routes, or selecting one airport from NYC.

  SkyScanner does not usually show the most budget option… But the only real budget option in Canada is Porter Airlines. They don’t fly NYC to YOW direct, but you can go via Toronto. They often have sales (like every fortnight), so if you choose this option, wait for one.
