Paragliding in Austria

One of the optional activities on the European tours that has really caught me eye is paragliding in the Austrian Tyrol. But that activity isn't listed under every European tour package... so does that mean if it's not listed it's not available on that tour?
For Example both European Vista and European Inspiration has Austrian Tyrol in its itinerary but only Inspiration lists Paragliding as an optional activity.

I did the Panorama and paragliding was not listed on the optinals before I left but was offered to us as an extra optinal once we were in Europe. So it may or may not be an optinal.
