new york explorer or new year??

Im tossing up between two tours and cant decide which would be better. Starting with the new york new year and then doing the la to the bay tour in january? Or starting off with the la to the bay tour dec 22 and spending new years in lake tahoe and then doing the new york explorer jan 11? Is new york just too busy at new years to enjoy and would i enjoy it more going in jan? Does anyone have any advice?
