No Tour Manager on my trip?

I was looking up one of the London Explorer tours (5 nights) and I went ahead to book before it told me that it was an independent tour? I'm confused because i thought that the whole idea of doing a tour was that i'd be guided...
Can anyone shed some light on this for me?

    I did the London Explorer package before I did my europe tour. There is no tour guide. You get a package of vouchers for a day trip, theatre ticket, hop on hop of bus etc. You get to decide what day you do each thing. There will be other people doing the london explorer when you are but because you pick when you do things they wont necessarily be doing the same things as you. Hope that makes sense.     waste of money to do this tour. you can easily do all this on your own and not have to spend the $600+ that Contiki charges.
